i signed up solely to give my views on the complete fucking genius songs!!
this song, like most of bush stuff, is so metaphorically involved that it would be impossible to give one "correct" meaning.
its definately about those silent times with a lover.. but it goes deeper..
"satelites come and go" - satelites of pain, the realisation comes and goes
"i'm an alien, you're an alien" - meant to be together - 2 people
"beautiful rain" - beautiful feeling/realisation
"second blonde child" - a contrast from the fact that thay're both aliens.. also - a child is born every 1/4 of a second.. there's 4 main hair colours.. therefore a blonde child is born every second.. "blonde" is considered beautiful - aryans! everyone else is beautiful and "feels like velvet" whereas we're "aliens"..
