I think this song is meant to represent two different people, similar in that their both about to start a war, but, as indicated by the strong voice in the first and Les Claypool sounding snivelly in the second, the first was a general in the old days (WWI, WWII) and the secondwas someone like Bush, maybe Kennedy.
