Well, I think it's plain what it means. This guy (Jeff, I suppose he's writing about himself...) is just in love with this girl, and she's everything to him. When he says "She doesn't think she's pretty / I think she's beautiful" it just shows what sensitive song it is, and how much he cares 'bout her :).
