The first time i heard this song it made no sense, but as i listened to it and read the lyrics it really hit home. To me i can see this guy sitting outside in the snow with a girl who is just a friend. They are really good friends and he wants to kiss her and tell her he wants more but doesn't know how to go about it... regret, do try it once but then you know its your move, settle for less again... thats basically saying that theres alot on the line by telling her and he doenst know how she will react.
