The third verse is about him deciding to take a chance on the girl, the whole "it's better to have loved and lost logic comes into play, and then the 4th verse... a victim of circumstance i'm not sure about, it could mean he wishes that fate would sort of put him and her together, and now at least i know you probably means he tried and failed, but he doesn't regret... sorry i ramble. i love this song.
