This guy is getting beat up by love and bad relationships. The sea is symbolic of his love life. He was drowning in is despair, but managed to get himself to land and regroup. He was washed up and beaten, but the only way to win, is to try love again. He is the wreck "...this wrecks got a home [for his heart] and a whole lot of hope."

He is sitting on the rock, evaluating what he lost (his lover) and feeling sorry for himself, but he is also saying I'm not going to get beaten by this; "saw the devils servant, sent her home..." As if to say, if this is all you got, you're not going to keep me down.

No one is answering his call ("blew my conch" [sea shell] to say he is available. Built is boat from bamboo [he is venturing out again in to the 'sea of love' but it he hasn't found someone yet so it sank. He looks at the sky for vapor trails (vapor trails [from an airplane] being a new relationship, but he is still so far away from a new meaningful relationship). But he is full of love, full of new desire, so he is going to try to find love again.

@jduncan449 I love this song to this day, but would say its about him as a loving person thinking about his mistakes with personal demons and what he holds important to him. Richard has always struggled with emotions and drug use. In my ears he opens with his personal struggles (this wrecks got a home) to me that means he is the wreck but he has a home that he wants to go back to. Thinking of the love i have got! not had can only mean your thinking of a future with some one not the pastrelationships you have went through,...
