I think this song is about the ephemeral stopping of time and what happens during those few moments. Also, in the second verse, it is talking about locking eyes with someone and for that minute second, wanting to share everything you know about everything with them, but instead you just keep walking. This is one of Floyds most heaviest, trippiest songs, sounds like it should belong on DSoTM...it sorta sounds like some of the songs on that album.
