Very powerful song. In an interview with Mark Prindle, John S. Hall was discussing the various topics in his songs, and when he mentioned putting up with what you're given in life, he mentioned "Happy Hour". I think the song is just about how no matter what happens to you in your life or what limits you, you always have memories and the peace of your mind.
