the "sleaze and graffiti" part is most likely about how someone was going around town spray painting over black flag logos with the circle jerks logo. Keith denied it (and said it was probably Roger Rogerson).

haha that's what i always thought. it appears chuck dukowski (the member who wrote the song) is bitter that keith morris took the black flag song that he wrote "wasted" and took it to the circle jerks. that's my guess?
