I think this is again about Heroin (also called the Horse). I think this is about him calling a lady friend to bring some over, It starts with a phone call:

This is describing the physics of a phone, "14,000 times a second" is 14KHz which the is frequency of the audio on telephones. Then into her coming with the Heroin, "She came pushing sixteen horses ". Pushing is slang for Drug dealing and Horse is slang Heroin.

. Sometimes a horse is a horse of course. In particular, that there are 16 horses doesn't really seem to make sense as a heroin reference. 16 horses is however the traditional number used to pull a hearse.
@Letmein Yes, 11 years later, the hearse reference works - but also works with the heroin. Serious junkies can use amounts that would kill most people, and 16 bags of dope is a single days high for a true aficianado . . . if it was good shit, it might even cost "$300"
