basically it means he'll take whatever she'll give him, which, evidently isnt much.
it's actually just the wind is the sound of crying, not "of you crying". no, this song is simply about a guy with a crush on a girl (i dream of doing nothing, together, and i wish i was sitting next to you), and he's in pain because instead he's alone (this place is so wide-open, the wind chills to the bone, the wind is the sound of crying, of all those ever alone.) The third verse is about him deciding to take a chance on the girl, the whole "it's better to have loved and lost logic comes into play, and then the 4th verse... a victim of circumstance i'm not sure about, it could mean he wishes that fate would sort of put him and her together, and now at least i know you probably means he tried and failed, but he doesn't regret... sorry i ramble. i love this song.
