Yes, street racing. The lyrics are spoken in a slowed-down voice, not sung. "Coon" refers to a cajun I hear, not African Americans. The music is cool and sleak, very urban groove. Greatest semi-instrumental ever!
Never could decide if this song was about a tough guy about to kick some butt on the track or just a wanna be trying to act tough. The line where he says "tonight, ain't right, I need to have me a week" sounds like "Yeah, I'm going to beat you, but ummm, not right now, maybe later..."

I dig this album quite a bit, but LOL this song is really lame. Just my opinion.
