Well I know that the one part "Sometimes the price..", I forget which member of the band said it, but if you read the inside booklet from Surrealistic Pillow, he claimed $65 was the price of a Kilo of marijuana at the time lol

Maybe it's a love song to marijuana. He says he wants to do away with all people (and probably just get stoned since people irtitate). He also says how the price is just $65 (probably the rate of a huge amount of weed or something) and it's cool when you see even little kids selling it. The name of the song (and the last line) could maybe mean that the person (singing the song) is just so high he feels he is travelling at 216 miles hour.
