    I met someone once who said he talked to Pollard about this one and Bob said it was about how he found out about a new hip bar in town that was playing the music he liked and had sort of a scene going on. Salty Salute was his 'call to arms' to get all his drinking friends to come join him at the new club - hence 'come on! come on! the club is open!' like he's trying to get them off their ass..
