This is how I interpret this song. Yes, the four hell riders are the Four Horsemen of the Apocalypse, as Bruce himself stated in the album sleeve. The four horsemen stand for the corruption of the human spirit (fascism, lying leaders, greed, war, etc.) The Wheel of Dharma running out of time seems to signify the dampening of the human spirit of dignity and bravery, the setting sun, and the coming of the dark age, which is marked by suffering and death. Turning the wheel of Dharma literally means teaching the Dharma, or the teachings of the Buddha, which put an end to suffering and bring the return of dignity, bravery, and wisdom, and illuminate the basic goodness of humanity. Turning the wheel of Dharma, keeping the wheel turning, therefore seems to stave off the apocalypse and quell the darkness that the hell riders are bringing. The Silver Surfer is a superhero who keeps the wheel turning, despite all odds, but we must keep turning the wheel as well, and bring about a society based on human dignity and basic goodness.

Probably the most brilliant line in the album is "I've gotta move the wheel of Dharma", a subtle way of saying "i got to do good things quick", as the apocalypses winds to a close.
This is an awesome song. I think it has to do with humans doing the wrong thing with the world and time is running out for us to change, and soon the damage will be irreversable. The four hellriders mentioned are probably the four horsemen of the apocalypse.
What I would like to know the most is are these "riders" reference to real people from our history such as Hitler, Stallin, Nixon, Sadam... ?!

I think riders reference to abrahamic Prophets ... (Especially about 4th rider is ready to come). First is about moses and I guess wings of plenty mean support of Pharaoh. Mother hide your son ( Pharaoh killed new borns son according to what his predictors said). Or Jews believed there would be a Jesus to save their promised land. (Second hell rider).and Mohammad had most killing inside his followers (3th hellrider).
