To me, this song is just about a bloke who dreams about a girl, thinks about her all the time, but cant see her because she lives a fair way from him, and he cant get the courage together to ask her.
i think it s about a guy who likes a girl from far away and is afraid to go up to her but keeps telling himself that this time will be different and he will get her to like him.

zaxor and acestanley aced the meaning of the song. When I heard the song, the line "this time ... I'm going to make her mine" dominated my hearing. The music is upbeat, but the lyric is actually depressing. There will never be a this time.
