The "Smart Patrol" part is repetitive on purpose, I think; they're explaining themselves as the average above-average suburban kids; nothing special - so why are they the only ones noticing how the world's going to hell?
I'm confused about the "Mr. DNA" part, really. I get that there's a battle, but why are Devo/the Smart Patrol fighting him? Or are they fighting together?
Mr. DNA is "a man from the past" and "here to spread some genes" - could he be a post-evolution but pre-devolution human, at the prime of the species? But why is he a kamikaze, and why does he decide Devo should sacrifice themselves?
That being said, I really feel the scream of "This monkey wants a word with you!" at the end.

Okay, the whole song is a battle.
A battle between The Smart Patrol and Mr. DNA. Mr. DNA is trying to spread his genes...and Smart Patrol is trying to stop him. They end up sacrificing themselves for DEVO. Make what you will of the song.

I think the smart patrol part is a red herring to fool people, the first three sung parts are just describing they average schlub and his disdain for modern living. But they all end with...
"Guess I'm just a spudboy Looking for that real tomato"
Which makes me think this song is supposed to be a really dry parody of a love song describing sex and the usual DEVO social commentary.
"We shove the poles in the holes" = Dick in vagina.
The Mr DNA part is describing sperm attacking eggs.

For 30 years I was sure Mr Kamikaze/Mr DNA was an altruistic poobah. Which seems like a great thing to be, yeah?
For some reason, I really like the little differences between Mark, Jerry and Bob1's way of singing the first verse.
Reading some of these entries majes other parts make sense. A "spudboy" looking fir a "real tomato" is a dude looking for a hot chick, no doubt, but saying "im tired of the soup dejour/i want to end this prophylactic tour", to me, says he's tired of the same old same old. His hunt for pretty girls is always on, or "working round the clock- shoving poles in the holes"...and wants to stop usung condoms (ending his prophylactic sex tour) thereby spreading his DNA (and thereby putting himself at risk with unsafe sex, thereby becoming a kamikaze).
