I think it's about knowing everything in the world, even the world, and the meaning of life, and how you are waiting for it, because if you tried to look, you wouldn't be able to find it, because it's so elusive. Everybody else is either beautifully ignorant (children playing in the park) or the adults (too focused on what the strict rules say [the sign on the road]). This person is part of neither group and can't relate to others and gets frustrated at their ignorance, specifically the ignorant adults. The person then realizes that the reason for their distress is that the meaning of life, which could obviously not be there, needs to be searched for, even though it might not be there. You can't just sit and wait for it. So there's your typical extremely metaphorical and deep The Gathering song for you.
