Devin is driving through the desert in the middle of July... that part is pretty clear. It sounds like he's having hallucinations partially induced by the heat and dehydration but possibly also trying to determine how much truth there is to them as he describes an incident involving a room. There's possibly a third party involved. Maybe Devin and his accomplice tried to rob a chick but the other guy ended up killing or raping her, implicating Devy in far worse than simple robbery. Now he is panicking, trying to get away. Rain represents the force which washes all clean, and thus in his mind, the sin.

The "rape" "kill" and suchnot are more than likely metaphors for screwing someone over or something as Devin likes using words like this in this context (with a notable exception being Rape Song from the chicken feather album).

Sounds to me more like a headfuck and wishing you could calm the fuck down or stop thinking about something thats pissed you off and hoping someone would help you, in keeping with the other themes on this album.
