Quite simply, I see this song as a tale of someone sitting on the docks watching ships enter and leave port while reflecting where they are going with their life. Actually, now I come to think about it, maybe the artist was a fan of the pro-wrestling scene in the early 90's as there was a large wrestler called 'Tugboat' and she could have been trying to get his attention so she could have a nice cuddle or something.
