It seems like something bad/traumatic happened to someone and the person singing wants to comfort them. Even though the singer knows that someone, they appear different to them now because a darkness in them placed there by the bad thing is revealed (And I know I never knew you/Your mind, your pain/I will melt your winter tears/If you say you will/If you could say you will). The singer learns of the person's 'pain', seeing what they'd never noticed before (Dare to take another look). The other person is still affected by the bad thing that happened (Still shaking in the tear room like a sick child/Still shaking nothing reconciled like a sick child). It also seems like the darkness in them is making them go crazy, feel like a 'sick child' (Madman screams an unknown language) as well as depressed (King of moon gloomy afternoon). Even though the person feeling this way promises the singer they'll stop feeling sad if they can comfort them (Melancholia colliding out of mind/In a silver swirl, I take a lungful in/Blow a fistful out if you could say you will), they still can't let go of what happened to them, as is shown with the repetition of "still shaking.... like a sick child".

i personally see this song as someone taking the role of a mother figure (or actual mother) that actually tries to understand their kid. I listen to this song often when i dont feel alright, or oddly emptyly confused. I like to think that its a mother speaking to me cause i know my own would never speak to me like this. Love to Siouxsie and the Banshees :)
