To me it means the missing children and people of the world... kidnapped kids.. stuff like that..

I think this song is talking about abortion and drugs.
I think this song talks about a mother who is waiting for her son to come back home, she´s waiting next to the window with a candle, and her son is likely in trouble because of drugs. All the lyrics fit quite well with this idea
This song just talks about all the mistakes our society is making. Although it's sad, it's really beautiful to find a song that makes us think about where we're going (we keep on falling, like fallen angels!)
