Pennywise saying people are apathetic to the problems right in front of our faces. Doing this makes the situation worse and worse, until finally backlashing. Thats what I think at least. Johnny goes on a a killing spree or some crap..

It's about the US and war, they'd rather fight and kill instead of fixing the problems in the home front because they think those problems aren't theirs to deal with. When will the US become one again? Probably never, that's the tragedy.

The song is about how people don't listen to those who really need help: a homeless man, a seemingly normal kid who's actually violent and his parents were obvlivious to it.
American society is a tragedy, because no one is really well off, and you don't care much, you'd rather "kill" (enable these things to get worse)
