It sounds to me that its about the people who don't know who they are and therefore latch onto somebody elses personality traits and general appearance and ultimately becoming a hybrid where the illusion eventually breaks and destroys the faker. "Do you speak the lingo?" you've got the walk but can you talk the talk.

I love this song. The surreality of the lyrics, the unusual rythym, and of course Siouxsie Siouxs' haunting vocals.
I'd say its how participating in a social scene (shoulders form rows) can make you into something that's partly not-you. I love this song.
