I think the lyrics is composed on two layers: verses (past) and chorus (present/future).
Verses: persona describes feelings towards life and relationships in general. It seems that (s)he wants to experience as much as possible, relationships are just a part of it, they seem quite artificial and can't last long.
And then (chorus), denies it "I was wrong" because has found... I don't know, someone could call it "true love"
I like your two layer idea. To me personally the verses are about a speciific relationship though. She is in a relationship that has lost some of the excitement ( "there we both were in that little house just hanging out" ). Bored, she tries another guy ( "I wanted to know what he was like" followed by a missing line of verse - a very meaningful four-beat pause) and loses the one she had. Now looking back she thinks maybe she was wrong to make that trade.

I think that it's about a woman who wanted a relationship (or more likely just sex) with a man who was married or in a relationship. Then he changed his mind and something happened between them and now it is going to be on his mind because he will feel guilty about it and she feels that she was wrong for comming onto him in the beginning. She knows that he is going to have a lot of problems in his life because she was wrong.
I always thought it's about a narrator who cheated on someone s/he's in a relationship with. I say narrator because it's not necessarily female; Tracey can be found voicing a character who's clearly Ben, e.g. Flipside, Downhill Raceri
And the song is about the significant other/bf/partner pulling bitter/sour behavior, or emotional bullying of some sort on her - a little give and take, possibly manipulative? comments like "it's decision time again" and so on.
I didn't get the chorus for the longest time, but I guess it's "I realize I'd still rather be with you more than anyone else" - so, wherever you go I will follow you, cause I was wrong about wanting everything.

They are a couple aren't they? Tracey Thorn and Ben Watt. Perhaps now married. Maybe it is about their own relationship, if she had a relationship with someone else then got back with Ben.
