This song is about a military coup in an African country. There is another version in a different language...its really interesting.
i think it about any people, any where that have lost their freedom due to war and conflict. kaybe it is about the rebels vs army in africa. i have no idea. i just think it is about people losing their rights.

I have a live recording and before this song Chris says it's all about East Timor. So I'd guess it's about the invasion of East Timor in 1999 by Indonesian gurrilas.
Don't really know about the politics but from what I recall there was a referendum in East Timor for independence from Indonesia. The independence vote was won, but then Indonesian-backed forces invaded, killing over 2000 people.
It fits with the lyrics
