Uptown is usually cocaine as down town is heroin. The lyrics are contradictory in this one. Has she scored and tried to say she hasn't? He's trying to convince her to give him some of what she's got, saying he's been doing well c'mon throw me a bone(dregs even) I think tied up is a metaphor for keeping him clean and under wraps. Still he forces the issue and she cries knowing he's gonna fuck up anyway.
