This song was written in the late 80s. It seems to me that Justin (Hayward) was looking back on the past. The song is implying that he wants to go back to his childhood.
I don't think it's about wanting to go back to childhood. More that he wants to go back to the 60's I really love this song :)
I think Vintage Wine = Vintage Music. I think it's about 1960's music and how he was proud to be a part of it because it was about peace and love.
From '63 to '69 was also the Beatles era (coincidently possibly). But they opened doors for lots of English acts (including the Moody Blues) in that time period.
