This song is about the "misery", that happens again and again (one more time).
"The little baby he knows kung fu he tries it on those he meets" Means: The little baby already learned kungfu. It's all the people he knows, because this misery and violence made him aggressive.
You can read in the lyrics, that the song is about poverty too. It's easy to understand.
It also has references to the civil rights movement in America "The bus goes to Montgomery"
I think it's making a request of the people in povety to rise up. Kinda saying protest and riot one more time. The way Joe talks behind the chorus (push). Like when it says "Watch when Watts town burns again" Watts being of course the site of the protest by blacks in America. It is asking them to do it again.
Wattstown is in Wales, where they suffered two mining disasters (1887 and 1905) . Is there no reference to that?
