Satta Massagana means "Give thanks." A term often used in Rastafarian and Reggae jams. Possible roots from Ethiopia.
The cops looking for jimmy jazz can be understood as a methaphore for people that are just going into the mainstream punk at that time, and forgetting Jazz, that was one of the bases of rock music. Its like he is defending jazz by fooling the police. I dont know, that is my opinion.

this song is simply a "get away song". strummer, like dylan and springsteen, is fond of romantic and daring characters with wacky names, like Jimmy Jazz.
