I think this song is about general activism and how it seems to everyone else out of it. the singer is an outsider and she sees all the "mystery" and "importance" put on these things by the people in them, but she doesn't quite understand what is going on, cos it's not even clear enough. this whole thing maybe about one special occation, but I dont really know what could've happened in Britain then. But the last lines offer the idea that it's a general thing, people should state a clear goal when doing something, not just unclear information.

A brilliant cover of a Zounds tune from the early 1980s. BTW, the line "Some people talk of Sheba, some they talk of God" Should be "Some people talk of Shiva, some they talk of God"
