To me, it's about a man, despairing over something, maybe his empty, money-filled life, who is sinking into deep depression and his lady who wants so badly to save him. It might even literally be that he's committing suicide and that she saves him, but I'm not sure of that.
To me, this song is about a woman watching a man she cares about sinking into despair. For some reason, I envision a woman losing her man to drug addiction and she is trying to "pul him free" of it. there are some pretty amazing remixes of this song, too.

About trying to rescue someone you care for deeply, possibly a former lover, from sinking deeper and deeper into depression.
The sea/depression analogy here is apt, because like depression, the deeper you fall and the longer you are underwater, the more dangerous it becomes. The singer is trying to keep someone from being so swept away by their sadness that she can't reach him/her anymore.
