I always thought he said, "I'm further north THAN south". A little commentary on how he doesn't actually fit into the country scene, and an admission that, yes, this song is about you: "if I could shut my mouth, she'd probably like this. Basically, if she didn't know he wrote this song, she'd dig it.
But my favorite line HAS to be "better still..."
"Yeah I'm talking to you" seems to be addressing the person she is with but he is telling him he wants her. At "nighttime" she is free to let go without her current man stopping her, probably dancing, being free etc.
"With eyes that dance around without their clothes" her eyes are naked, he can see how she really feels about him, she keeps looking at him and he is confident he has her in his sights "So buy a pretty dress/Wear it out tonight/For anyone you think could out do me."

And she is. But it also sounds as if he KNOWS that this relationship is IT. He's not worried that she will find someone who will give her more than the relationship they already have.
