Well it's not just that, you have to look at the perspective he had with his little passage at the end. He's talkin about how "shorty" fucked up in life and how that's not what life should be. He only had 16 years of real life.

For me this song is about what the ghetto and society does to you, and how absurd it is when it happens at such a young age. But the thing that's special for me is that he doesn't preach to kids by simply saying stop doing it, its not good etc. He's illustrating that he can't really do much about it, because its the system, so all he can do is to tell them to play their part and watch out (last part when he's talking). three mistakes, then that's life... Pac was the realest.

It's about a short black kid (probably around 5'6 feet tall) growing up in a middle class neighborhood ('was a nice middle class N!$$^!"). He feels inadequate because he's short, so he start acting out. Also he's not liked by other kids and probably girls either. He doesn't feel he's man enough since he's middle class short and black. He joins a gang, gets suspended from school because he keeps breaking the rules, and then starts committing violent crimes. He finds comfort hanging out with his gang friends who show him respect and love, which he's not getting anywhere else. Eventually he crosses paths with another black kid who's much harder and much taller than him ("standing 6'5") and the taller kid shoots or stabs the smaller kid for some reason. It's sad...
