This song contains a number of references to the Presidents of the United States and how they have all been "power mad", from Washington (I didn't chop the tree down, dad) all the way up to Clinton (military show is blastin' off to Kosovo). In addition, I personally love the comparisons of the Commander in Chief to Pinnochio (a wooden marrionette, so true...), or the metaphor of a Broadway show to the American political scene.
Also, Tom Morrello (sic?) of Rage Against the Machine is given co-credit for this song, and his influence really shows.

It's clearly about president Clinton: the events in Kosovo and the Lewinsky scandal (the album was released in 1999...). Why Monica? Because of the line: "...I didn't drop my pants down dad..."
the only thing is.... clinton was not really power mad. he was a prety good president outside of the lewisnky scandal. idk if it really is all about clinton. its kind of a confusing song to pin down... but the bass line is bangin
