This song is about the band themselves, being told from someone else's point of view. Like "hey, here comes Primus, better look out!" I see it as kind of an entrance or walk on song, like something that would play as a set intro; a warning for what's about to come. Here they come!

I agree with tapandslap. since this is the second song on their first major label album, its sort of letting the listener know that these guys (Primus) are a bunch of bastards that are going to change the way you listen to music. and the "flagrant misuse of security" is not about politians, its about how the band with not bother with being safe with their music.
