i think the "getting high" part necessarily means high off of narcotics. to me, it's more just the feeling of elation he gets from her; she, essentially, makes him high. the way she makes him feel is intoxicating.
so when he says, "we just gotta stay high" he means that he wants them to be together, intoxicated with their emotions for one another.

this is a fantastic song, one of my favorites from the CD. Well actually they're all pretty much great. "My soul is spilling all over your hands.." i love that line!
