I think the song is actually quite simple.
As David Alban said the song is about the change in the world from 1900-2000s and the title is the biggest hint. The song is simply about growing into the changing trends in the world and how time is moving so fast. Its all about getting accustomed to change in the new world, hence the lyrics "The world is spinning too fast" and "Get the cool shoeshine"

the "get the cool shoeshine" line isn't "get the cool shoeshine" It's in Japanese. If you ever see the 19-2000 video, noodle's line is subtitled in Japanese characters.

This is definitely one of the happier songs on the cd. really contrasts the darker stuff like Clint Eastwood and Starshine. Great song though!
the Gorillaz are so good at being non-sensical. they are the famous "unband". (well, not THE Unband that did "Everybody Wants You", but you know what i mean)
