I love this song. The best bit in my opinion is
Sean and Julia, Garreth, Ann and Breda Their lives are bigger than any big idea .
I think what it is trying to say is that the thoughts and memories and dreams and potential and everything of these people is a million times more important than some big idea, like religion, or power, or money.

It almost seems like he's questioning the very point of the song, because all these hopes he has for peace don't go with mankinds history of hate and anger.
This song, at least in my eyes, is Bono basically asking God where he is. He's saying, there's all this suffering going on around us, and yet you (God) seem to do nothing. Jesus could you take the time to throw a drowning man a line...that line to me is like Bono asking God why he doesn't intervene. To me, it seems like he's on a quest to find the answers...he's saying God where are you, and why are you just watching this world crumble to pieces? It reminds me of the song Who Are You by the Who...in the sense that in Who Are You, Townshend is asking who God is. He believes, but feels alone, and wants to know just who the fuck God is...as stated in the song. I think Bono is feeling the same way...he believes but has a sense of being alone, like the world is doomed, and he just wants answers. The only answer I can come up with is...free will.
