I bet he wrote it when he was living with his parents in the suburbs.
I'm pretty sure this song is about how the VU never found commercial success and Lou Reed growing tired of the music industry.
I know it's not every song about drugs, but it might be. Is like if in the country he's trying to leave his drug adicction, but he finds out that he can't (or don't want to) and returns to the city (to the drugs) where he's sure he belongs.
Some minor lyrcial problems but this song will be buried with me in my grave.
