I think what he's saying in this song is that he loves her, but she isn't ready and she keeps pushing him away and she's always looking for something new, something better. he knows that she loves him, but he can't wait forever while she goes around looking elsewhere. he wants her to be with him and he wants it to be real. He wants her to share what she's feeling b/c he wants to help her.

Awsome song. So many of their unrealesed songs are just amazing... I think of it as a good relationship where the other person is always looking for someone better. And when there is noone left for that person they go back to the first guy. (Or something like that)
i think its someone, a girlfriend or even just a friend that has messed them about too much, eventually hes got sick of it, but he knows that when they get lonely they'll come crawling back, altho he wants to wait and help, he cant if shes gonna keep on lying and making "paper promises"
