This track, along with another on the album, was "suggested," as singer/bassist Burke Shelley and guitarist John Tomas stated, by their label RCA Records. The song itself was not written by either members, so they don't know it's real meaning. But from what I can tell, its a metaphor for stagnant relationships going cold. Essentially using America's falling out with Russia during and following WW2, as the basis for a love gone bad song.
