Someone (sounds like an ex) is doing all kinds of things to get his attention, not necessarily because she wants him or anything but because she just wants the attention
According to an online article, Charlie Puth saw an Instagram post where this guy was talking about this girl.

For all we know, that guy on Instagram could have just gotten way to emotionally invested with a girl who didn't really like him, but hooked up with him, and then she broke it off entirely. And now she's just going off to live her best life.

In my interpretation, this song is about a woman who keeps trying to draw him back in and hurt him, playing with him. He is simply calling her out on her behaviour. ( Can apply to both genders)

It's obviously about an ex, but who dumped who? I think he was really into her but she just wanted attention - "I knew from the start" - so he ended it and she's pissed. She's going around town "throwing that dirt all on my name." When he sees her he only remembers the good times "when you were mine" and wonders if he made a mistake - "I know that dress is karma, perfume regret." So he gets all up on her thinking maybe things have changed but he realizes that she just wants attention and not his heart. She keeps showing up and showing off "making sure I'm never getting over you" because she hates "the thought of me with someone new", and losing the attention she's getting from him. It's a story of a lot of immature drama bull crap. Haha
This song is sexist as all shit. It sounds like is some dude whining about the fact that a girl hooked up with him but didn't really want a relationship, and then went off and continued living her life. But he's so fucking self-centered that he thinks that because she is having fun and putting it on social media, it must be some kind of targetted thing against him! Bullshit.
