The message of this song is sarcastic, you can figure it out by watching the video.
This song is about, rather, TO, the United States...because it is allowing itself to look like the worst of the British Monarchism in the public arena, especially with mister "Make America Great Britain Again."
The idiot who cannot see the terrorism of the American Ku Klux Klan and their history might maybe get a computer and do a search and find out about terrorism inside the United States. Until then, people like that are why it looks like the American Revolution didn't happen...
the United States lets its democratic system get squashed in favour of fascistic Republican agendas and it looks to rational human beings like "where's the American Revolution? Where's the declaration of indepedence, where is equality?"
And also, this is sarcastic, because Art IS revolution, and Depeche are declaring that it's underway with this song. a lot of people's fave act for decades. Long live depeche.

The video has very clear references to Marxism (members looking like Marx and Engels) and to the Russion Revolution, which was sidetracked by the communists (red flags). It is hard to resist interpreting the song taking this into account.
The lyrics mentions a train. Lenin, emigrant leader of the bolsevic communists that time, were sent to Russia on a train by the Germans, still during World War I, because Russia was still in war, even after the revolution - a big mistake of the new government. Germany hoped that sending there Lenin will lead to Russia quit the war - which happened, indeed. There is a movie about the Lenin train: "Lenin...The Train" (1988).
Another interesting reference that might be on purpose, is the question itself. Where is the revolution? According to Marxism, the revolution of the worker class is inevitable, and it was supposed to happen in the most developed, industrialized, capitalist countries, like Britain, Germany or France. So workers of western Europe, where is the communist revolution? You let Marx down, who died way before the communist took power in Russia.
Once you switch back and forth between listening to the song as pure truth (nothing to do with anything I wrote above), or a bait from a populist (in the video - and in my interpretation in the lyrics as well - characterized by communists) who wants to take power and misuse it, the song becomes threatening. There are many reasons for a change, but will it make your country a better, a worse or a horrible place?

i think this song is effectively saying where is this far left revolution weve been hearing so much about and that everyone else has needed one for 20 years... but depeche mode did something like this in personal jesus, i could be completely wrong, as music is based on interpretation. i take from this song that both sides of this long running debate have their scruples. but in the end the far left will have to put down their flags, as the normal people, being lead by martin in the video (plus hes the writer) dont want a marxist utopian world, but in effect the song is saying everyone that isnt far left needs to revolt, get the far left out of the media and education (lied to, fed truth's blah blah), and the people need more government control as democracy seems to be failing us at the moment. as i say, this is my interpretation, dont take this as the actual meaning..... im probably wrong. THIS IS DEPECHE MODE. i am clearly a patriotic junkie :D as for religion.... and terror, the only people i see using terror is the far left (and islam is far left) so... yeah i could sit down with the song on loop and do a break down of the video but i have a life :) plus id probably be WRONG (tune)
