A "Roman Holiday" refers to making a spectacle of someone, or to cause pain, sort of like a masochist and sadist relationship. To me, these lyrics refer to a rebellious teen trouble maker who is in love and sort of getting their loved one in trouble with them. Halsey, or the antagonist seems to enjoy making her significant other anxious but for the purpose of enjoyment and freedom.
