This is either written to God or a family member. I not sure if the band has had someone in their family betray / wrong them or not.
I think you could interpret it either way. I was learning more towards the family member scenario however the last line sort of more suggests God.
Considering that my extended family has had some members who have broken promises, and really these emotions captured the betrayal, loss and anger that this has brought out. So for me this is about family members who have broken their promise (not necessarily literally, but in the sense what a family values are).
