The song tells the story of an Irish couple where one of the people is missing home on St. Patrick's Day, missing being with her friends and such so in attempts to cheer the person up, the significant other tries to make where they are as close to home as possible. Hence the lines 'paint the town green' and 'turn the city into Dublin, yeah wherever we may be'.
