I thought the meaning was pretty clear in the beginning; he wants them to get married but he won't make a step to make it happen. She's really excited about the idea but she thinks he won't actually do anything about it.

@dannytres I kind of feel like she doesn't even want to get married. for example:"Why let the state in our sheets/Can't we do without it?" is one example that I see in the lyrics. It's like saying, "No need to register their marriage, why do it?" IDK, that's what I think anyway.

You don't need to SHOUT..... boys are obligated to ask girls to marry them....he's just super shy and would like her to ask him instead.... that's it... really simple.
