This girl is so amazing, there's just something mysterious about her that draws people. She can't sing, she can't dance, she's not even that attractive, but the way she carries herself draws everyone's attention and admiration.
Just being around her is enthralling, at least for the singer, who can't help but notice her.
Pretty obvious really...the person cannot sing or dance, i.e. the person lacks skills, but the person walks like Rihanna i.e. is able to attract or seduce others.
