This song illustrates the hesitation, optimism, and general confusion of club scene interactions. Alex is singing about a guy who's just shown up to a party, hoping to run into a certain girl. The lyrics lightly mock his attempt to dress to impress -- popped collar and sunglasses indoors.
The chorus refers to the girl's silent beckoning for him to approach her and start a conversation. Although her eyes are telling him to "come on" over, he still gets nervous. As they talk, presumably amidst a drunken haze, he recognizes that he wants her, but only in a very momentary sense.
The next part sounds like it's fastforwarded beyond the initial encounter. Although the guy was initially looking for a good time, it seems that they become close enough for him to get possessive ("She's with me"). The next bits about dodging cameras and shutterbugs seem sot of autobiographical -- sounds like Alex and the guys avoiding paparazzi as they're hanging out with girls.
I agree that the song title is sort of misleading. It's not the typical "party" song, but I guess this song is more like an ode than anything. Alex seems really fascinated by the tension and nerve associated with approaching people at clubs ("Dancing Shoes," "You Probably Couldn't See For the Lights," "I Bet You Look Good on the Dancefloor," etc.). It's cool because this song is decidedly more mellow and retrospective than the band's earlier commentary. Good song.

This song was definitely born from the song 'Only ones who know" from the 2nd album, made alot better though
A certain scenario plays in my head when I listen to this song - partially because of a weird situation I've been in with a girl recently (I totally dig this girl and have been hanging out with her a lot, but she has a boyfriend...) but the scenario isn't something that has actually happened.
I know the song is about some sort of encounter at a club, but in my head I see something more along the lines of this:
First, he is walking into a party, aware that there is a certain girl there amongst the other girls, but still he is "dressing to impress" as a previous comment put it.
(The only lyric that doesn't apply to the scenario in my head is the line that makes it more obvious that the song is really about being at a club, whereas the guy I picture is just at some house party.)
Next, morals aren't an issue (Call off the search for your soul or put it on hold again). The reason I say he's looking for a certain girl is because the next few lines could easily suggest either a stranger or a specific person (She's having a sly indoor smoke, she calls the folks who run this her oldest friends, sipping her drink and laughing at imaginary jokes. As all the signals are sent, her eyes invite you to approach)
My favorite interpretation of this song comes in with the various placements of the "chorus" (Come on, come on, come on; Come on, come on, come on. Number one party anthem), where the first time I imagine the guy looking at himself in a mirror and telling himself "come on" as a self-motivation to make a move on this girl.
With the next verse, this girl somewhat turns into more than just a casual encounter, and it seems the guy actually falls for her a little bit more than he meant to. (She's a certified mind blower knowing full well that I don't... ...It's not like I'm falling in love I just want you to do me no good, and you look like you could)
With the next set of "come on, come on, come on", I picture him persuading her into bed, saying "come on" as he leads her to a random bedroom - "before the moment is gone," as the song suggests.
While the next series of lines plays, I imagine that these two start getting frisky, and this whole time I've imagined that this girl has a boyfriend already, and that he has found his way to the party to find his girlfriend. By the time he's gotten there, the other two are out by a pool having some drinks and just hanging out with everyone else, and the boyfriend has caught word of what may have happened between these two only moments earlier. So, he finds him, punches him, and pushes him into the pool. As the next series of "come on"'s plays, I imagine this time it's the boyfriend telling the girl to "come on" and leave the party with him.
I didn't mean to ramble on but I've just always loved coming up with scenarios based around my own interpretation of songs, and the way I imagine the meaning of "come on, come on, come on" changing throughout the song just seems to fit so well.

I think that the 'come on, come on, come on' on the chorus it's only some sort of mockery of what an actual party anthem chorus would be like. Context, once again, means everything.

My favourite track of the album. To put it simply, his singing about clubs, behavior and what people do etc. However the tittle is kinda misleading in a way he is trying to be ironic. Since most mainstream songs about party anthems are catchy and just about the sounds/beats to influence people to dance. What Alex did is make this song beautiful and makes me appreciate the irony behind it. You can still dance even without catchy beats.
It's more about the hesitation a guy has, starting conversations with girls in parties. "No. 1 Party Anthem" stands for this exact feeling, when you don't have the confident to approach but thinks she wants you to. Your'e telling yourself "come on, come on, come on...", "here it goes again"-(No.1 Anthem...).

this part is when you get the feeling she's into you, you sure she does, but not really sure, starts thinking about it. you really want to go and you start to hesitate. and here's starts the No.1 party anthem again - the same ritual in your mind. "come on.....come on.." - just get there.

and once again the anthem starts, you tell yourself "come on... come on............" but this time it's been to much time, she noticed you, she noticed you noticed her, the moment is about to expire, she may think you don't want to. ("before the moments gone..")

I presonally think these are all the possible outcomes of him approaching. "look of love, rush of blood" - a new love. "she's with me, gallic shrug" - she has a someone. "shutterbug, camera plus..." - just a good time in a party, taking pics and whatnot. "the good time girls, cubicles.." - a night with this girl, nothing serious.

I was looking at the lyrics for ages wondering, what the hell is Cantona? Finally dawned on me that it was just the footballer Eric Cantona. Don't know if this has any significance on the meaning of the lyrics though.
